Surrey Langley SkyTrain Business Case: New Data, New Metrics

Business cases provide a framework to facilitate informed capital investment decisions. This presentation focuses on the Surrey Langley SkyTrain (SLS) Project as an example of business case evolution in the transportation sector in British Columbia. The SLS is a 16-kilometre extension of Metro Vancouver’s existing rapid transit system that will better connect municipalities south of the Fraser River to the rest of the region. The Project supports several provincial priorities, including fostering the growth of transit-oriented development communities and active transportation.

McElhanney, together with the Province of B.C. (the Project’s delivery agent), will highlight new metrics that were quantified and incorporated into the Project’s business case, such as travel reliability, economic agglomeration, and improvements in job accessibility. The results of the ridership risk analysis that considered factors that can impact baseline ridership forecasts, including the long-term impact of the COVID-19 pandemic, will be highlighted.

About the presenters:

Ali Darwiche, P.Eng., Project Manager, is a transportation professional with over ten years of experience in both the public and private sectors. His specializations in travel demand forecasting and project management have been integral to the development and execution of various projects from Metro Vancouver’s regional travel demand model to the Surrey Langley SkyTrain.

Alexis Pavlich is an Associate Project Director on the Surrey Langley SkyTrain (SLS) Project. She works for Transportation Investment Corporation (TI Corp) in British Columbia, whose mandate is to deliver $13.1 billion in major infrastructure, including SLS, on behalf of the British Columbia Ministry of Transportation and Infrastructure (MOTI).

The principles, collaborative strategies, and innovative methodologies employed throughout the project will be explored, highlighting how IPD led to enhanced communication, efficiency, and overall project excellence. This presentation promises valuable insights for professionals and enthusiasts in the construction and transportation industries, showcasing the transformative power of IPD in large-scale infrastructure projects.

About the presenters:

Philip Murray is a Senior Project Director at Hatch, holding degrees in Civil Engineering. With vast Canadian and international experience, he's overseen major transportation projects, specializing in the Public Private Partnership model. Philip led the award-winning Kingston Third Crossing and directs projects like the East Harbour Transit Hub in Toronto.

Biljana Rajlic, formerly Highways and Bridges Global Director at Hatch, holds a Master's in Structural Engineering. With a broad background in large alternative procurement infrastructure projects globally, she excels in various roles, managing complexities and negotiations. Biljana played a key role in the success of the Kingston Third Crossing and is part of the Alliance Leadership Team for the East Harbour Transit Hub in Toronto.
